About the Project (DEEP)
The Digital Economy Enhancement Project (DEEP) is a World Bank-assisted initiative aimed at strengthening the Government of Pakistan's capacity to deliver digitally enabled public services to citizens and businesses. MOITT is the executing agency, working alongside the Board of Investment (BoI), NADRA, Ignite – National Technology Fund, and the National IT Board (NITB). The project supports digital public infrastructure, responsible data exchange, digital authentication, verifiable credentials, and the digitalization of public services, including a national citizen portal and the Pakistan Business Portal (PBP) for business compliance and registration.
Objective of the Consultancy
The consultant will provide strategic and technical expertise to strengthen Pakistan's digital connectivity and telecom infrastructure. This includes policy formulation on smart device proliferation, emerging digital technologies, fintech-led mobile ecosystems, data center expansion, and telecom infrastructure (towers, fiber networks, submarine cables, and cable landing stations). The role also involves representing Pakistan in global ICT forums such as WRC and WTDC and contributing to a national strategy that positions Pakistan as a regional Digital Connectivity Hub.
Key Responsibilities
- Formulating strategic policy notes on smart devices, emerging technologies (IoT, AI, satellite communication, non-terrestrial networks), fintech ecosystems, and data centers
- Strengthening Pakistan's national reporting and coordination mechanisms for international ICT forums (WRC, WTDC)
- Developing a National Digital Connectivity Hub and Digital Corridor strategy, including priority connectivity routes
- Conducting a telecom sector taxation assessment with policy reform recommendations
- Assessing optimization and resilience of fiber networks along the CPEC route
- Designing a ministerial-level digital infrastructure dashboard for evidence-based decision-making
- Delivering quarterly implementation scorecards, cabinet-level policy briefs, and a National Infrastructure Development Report
- Reporting progress regularly to MOITT and the DEEP Project Management Unit (PMU)
Required Qualification and Experience
- Minimum 16 years of education (Master's level) from an HEC-recognized or internationally recognized university in Electrical, Computer, Electronics, Telecom, Information Technology, or a related field
- Minimum 18 years of total professional experience, including national/international project execution, policy formulation, analysis, and stakeholder engagement, preferably in the Telecom/ICT/Digital sector
- Strong understanding of international telecom standards, regulations, and practices
- Proven track record of policy implementation at national or international level
- Strong communication, analytical, and consensus-building skills across federal and provincial stakeholders
Preferred Additional Skills
- Experience designing monitoring and evaluation frameworks for policy impact
- Strong stakeholder consultation and coordination abilities
- Skills in developing actionable project implementation plans
- Research capability including literature reviews, case studies, and field research
- PMP, PRINCE2, or ISO21500 certification is an advantage
Contract Terms
